Jim Crow election restrictions weren't a unified federal policy; they were state and locally crafted impediments (and enabled by the violence/organization of state citizens that peeled back black and Republican influence). The original Ku Klux Klan wasn't an arm of the gov. – it was a fraternal organization whose members felt entitled to and were able to attack freed people. Sharecropping was not law – it was those in a position to control resources so others were kept needing.
